0000023: plugin doesn't seem to work under magento 1.3.2.1

Opis

Set up a new site and installed latest magento (1.3.2.1).

In back end:
- can add plugin to a page
- as soon as try to edit plugin, get the following error:

SOAP API Error: SOAP-ERROR: Parsing WSDL: Couldn't load from 'http://stw11.com/magento/api/soap/?wsdl' [^] : failed to load external entity "http://stw11.com/magento/api/soap/?wsdl" [^]

Dodatkowe informacje

server runs 1.3.0 & 1.3.1 no problem.
